Nobody edits somebody above their own level
Before the member list can be acted on, your own role in the institution is resolved. From there you can only hand out roles strictly below your own, and the controls for anyone at or above your level never open for you at all.
How it is done today
Once an institution has several admins, leaving it open who can change whom causes trouble. Somebody demotes another admin by mistake or in anger, or quietly promotes themselves into the seat above the one they were given.

Open the member list
Opening the member list from the institution's admin area resolves your own role there before any control becomes usable.

Only assignable roles are offered
The roles you can hand to somebody are the ones below your own level. Roles above it are not in the list at all rather than being refused later.

Your own row stays locked
The role and status controls on your own row are disabled, so nobody can move themselves up a level from inside the list.

Peers and seniors stay locked
If the person you are looking at sits at or above your own level, their row's controls are disabled in the same way.

Frequently asked questions
Can an admin change their own role?
No. The role and status controls on their own row are disabled, which is what stops anybody promoting themselves into a higher seat.
What happens before the answer arrives?
The lowest level is assumed until it does, so the controls start locked and open up only as far as the real answer allows once it lands.
What comes back for somebody who is not an admin?
The request is refused, so neither the institution's name nor any role information reaches somebody who is not an admin of it.
