Ask for it when the permission is switched off
Some institutions do not let teachers open classrooms themselves and keep that decision with their administrators. A teacher can send a request instead, and every administrator at that institution receives a notification about it. Who grants it remains the institution's own decision.
How it is done today
Where anyone can open a classroom, a large institution ends up with four batches for one subject and nobody able to say which holds the real students. So the permission gets switched off, and then teachers need a way to ask.

Where opening classrooms is not permitted, the option to send a request appears in place of the create action.

Sending the request notifies every administrator at your institution, so you do not have to work out who to approach first.

Granting the permission is the institution's decision, and it is made from their own policy settings rather than here.

Check again once it is granted
Whether you may open a classroom is checked fresh each time, so a change in the permission is picked up rather than cached.
