You decide who is allowed to open a classroom
The institution's classroom policy holds two decisions: whether teachers may open classrooms themselves, and whether students from outside the institution may join a classroom. When an administrator changes either, the decision is read fresh each time it matters, so the change takes effect straight away.
How it is done today
Where anyone can open a classroom, one subject ends up with four batches and nobody can say which holds the real students. Make the policy too tight and every new batch waits on an administrator before it can start at all.

The institution's settings have their own place for classroom policy, showing where both decisions currently stand.

This is where that is decided. With it switched off, a teacher can send a request asking for the permission instead.

Set whether outside students may join
Whether students from outside the institution may join a classroom is the second decision, made from the same place.

Saving is enough
Whether a teacher may open a classroom is re-read each time it is asked, so nobody has to sign in again for it to apply.
