Whether a batch takes fees through an online gateway or through a number with the details filled in by hand is worked out before the student does anything. A batch that has not set its own follows the institution's arrangement.
How it is done today
Inside one institution, some batches take fees through an online gateway and others take bKash by hand. Leaving the student to pick sends them down the wrong path: they send the money and then have nowhere to record it.
How it works

The student goes to pay
Taking the pay action on the batch's page looks up which arrangement that batch is on before anything else happens.

A gateway batch goes straight there
Where the batch takes money through a gateway, a checkout address is created and the student is sent straight to it.

A manual batch opens the form
Where the batch takes money into a number, the submission form opens instead, with fields for the sender, the transaction id and a receipt.

Falling back to the institution
A batch that has not set anything of its own runs on the institution's arrangement rather than having no route at all.

Can one institution run both arrangements?
It can. A batch that sets up its own follows that, while every other batch carries on with whatever the institution has set as its default.
What does a student see before the answer arrives?
The gateway arrangement is assumed until the answer comes back, and once it does the action follows whatever that batch is actually on.
Who changes which arrangement is used?
This only reports which arrangement is in force. Choosing it is a separate job, and it stays with the institution rather than the student.
